Tech that also has the potential to build a more ethically focussed #IslamicFinance ecosystem that is sincerely anchored by assets vs debt-based consumption or money creation. COMMODITY TOKENISATION “A lot of these countries are very indebted, so this could be a way to release some of that value buried under the ground and get it more into the hands of the country.” The Blockchain/DLT economy allows for tokenisation of Physical World Assets (PWAs), real estate, gold, commodities, oil/gas etc. This can be transformative for commodity rich regions like the #GCC + especially for indebted #Africa by turning [real] illiquid assets into sources of wealth for more funding+ investment. ISLAMIC FINANCE “I don’t actually think, as it stands, Islamic finance [banking] does much that is different from conventional banks.” I will probably take some heat for that comment, but if I look at outcomes.. most of the $4 trillion islamic banking sector delivers near identical outcomes as a interest/debt/money printing banks - it probably means we are not doing right. New ideas + new paradigms are needed. Tokenization offers an opportunity to putting asset-backed finance and the real economy back to the center. Smart contracts can be used to ensure ecosystem compliant with halal principles. CRYPTO FRIENDLY? “I wouldn’t want my mom, or anyone who isn’t tech-savvy, messing around with this type of stuff” Cryptocurrencies + decentralized finance (#DeFi) platforms can be notoriously user-unfriendly, often requiring a high degree of technical knowledge but I am optimistic that this will change over time. Recall the early days of internet banking - once felt daunting has become commonplace. "When online banking first started, people didn’t trust it. But look at where we are now—no one thinks twice. I believe crypto will evolve in a similar way over the next five to ten years, to the point where you won’t even realize you’re using it.” BRICS=DEFI? “If it wasn’t for these state actors getting in on the game, I’d be a bit of a pessimist,” he said. “But with bigger players involved, there’s huge potential for the DeFi space.” #BRICS is a gamechanger here. A multipolar alliance NEEEDS a decentralised financial payments/settlement system - else they will probably be dominated by China. EMPOWERMENT “I think it unleashes humanity. I think it unleashes creativity, if you give people the tools,” For frontier markets—emerging economies with less developed financial systems - #crypto and DeFi could empower people by expanding access to financial tools, spurring economic growth and unleashing creativity.

Exciting times in the UAE for #Fintech providers and advocates of Distributed Ledger Technology #DLT, #DigitalAssets and #Stablecoins - see 🔗 below 👇 I believe we are poised in 2025 for these technologies and the business models underpinned by them (ie digital payments, invoice and trade finance), to play a transformative role in the future of finance, and shape the digital economies of the future - especially in emerging high growth commodities rich markets like UAE where supply chains and trade are currently full of friction. These innovative technologies offer significant opportunities to drive financial inclusion, aid tax collection, deliver growth targets and help businesses unlock invoice and trade finance. The UK 🇬🇧 was a leader in this space, but it’s fair to say we’re now lagging behind and our reg perimeter is way behind where it should be given the innovation and experimentation we’ve had in this space since 2015! #consultationloop Now we have to sit back and watch others lead 🙄 😞 In regions like the Middle East, Asia, and Africa, new payment infrastructure like DLT and stablecoins have the potential to revolutionise financial flows and access. By leveraging the decentralised and transparent nature of these technologies, they can bring formal financial services to the unbanked and underserved business populations. This can unlock new avenues for economic growth, entrepreneurship, and social development. 🚀 Moreover, the stability and cross-border capabilities of stablecoins can facilitate seamless international transactions and remittances - think 🤔 more wallet to wallet and bank to bank transfers cutting out unnecessary middleman processing layers. I beleive these moves will be particularly transformative in facilitating trade, investment, and economic cooperation between the UAE and wider Middle East, Asia, and Africa. These discussions and ambitions were ones I witness first hand at AIM Congress 2024 and prior to that at Dubai COP28. As a leading hub for finance and innovation, the UAE is well-positioned to capitalise on these trends. By establishing robust regulatory frameworks in #DIFC and #ADGM and fostering a conducive open ecosystem, leveraging their vast sovereign wealth the UAE can position itself as a gateway for financial flows and the development of innovative DLT and stablecoin-based solutions 🇦🇪 📈 🚀 The future of finance is digital, decentralised, and inclusive. By representing bonds and sukuk as tokens, and potentially breaking them down into smaller, approachable investments, banks can make it easier for more people to invest in high-quality, high-value bonds and sukuk. This inclusivity fosters a more vibrant and diverse investment landscape, and fractional ownership is one of the key benefits of tokenization for issuers and investors. Tokenization can also enhance liquidity. Digital tokens can be traded on secondary markets with greater ease and at lower costs than traditional bond and sukuk transfers, meaning a bank’s assets can be digitized and moved quickly. This increased liquidity benefits investors looking to buy or sell positions without the typical wait times and bureaucratic hurdles. Transparency and security also see significant improvements. Blockchain technology, the backbone of tokenization, provides an immutable ledger of transactions. This transparency ensures that all token transfers are traceable, reducing the risk of fraud and making the market more secure for investors. The share of survey participants who are considering adopting DLT and/or blockchain has increased by 9% to 38% this year from 29% in 2023. The increase in issuance is more pronounced, indicating that those already active with blockchain debt issuance are accelerating more rapidly than new entrants. CBDCs FAVOURED OVER OTHER SETTLEMENT SOLUTIONS While stablecoins can provide a means of settling cash on-chain, their relative novelty means that market participants are reluctant to embrace the new risks they may present. One survey participant highlighted this concern stating, ‘only CBDCs completely remove unnecessary credit/counterparty risk’. TOKENISATION MAY BRING CHANGES TO MARKET STRUCTURE  Survey participants’ activities also demonstrate this thinking – 65% are not working on incorporating tokenised assets into their own operations, while 15% are considering it. The final 20% are presently testing use cases. MARKET MAY NOT BE READY FOR FASTER SETTLEMENT  Respondents still showed a preference for longer settlement cycles. T+2 and T+3 settlement cycles were chosen by 24% and 20% of respondents. Though shorter settlement cycles are beneficial for avoiding settlement risk, they bring additional operational challenges. Because of this, 24% of respondents believe that settling on demand might be the best option. ‘We must stay flexible on the settlement cycle because it can be difficult for some issuers to reduce the cycle. However, [it] should be possible,’ stated one survey participant. SECURITY RISKS A LEADING CONCERN FOR DIGITALISATION Perceptions of cybersecurity risks are growing: the share of survey participants that identified it as a risk of digitalisation increased to 76% from 48% in 2023. ATTITUDES TO POTENTIAL ROLE OF DLT ARE SOFTENING Market participants are eyeing the growing role for DLT in capital markets infrastructure. Some 42% of respondents believe that blockchain will become the dominant form of financial markets infrastructure. BOND MARKETS WILL LEAD THE PATH TO TOKENISATION  The likelihood of tokenisation for various asset classes is not uniform. Given the positive outcomes of numerous tokenised bond projects, it is not surprising that 65% of survey respondents believe that bonds are prime candidates. Survey participants also expect commodities (52%) and public stock (50%) to be tokenised. FASTER SETTLEMENT AND REDUCED COUNTERPARTY RISK Most notably, 74% of participants selected faster settlement, followed by reduced counterparty risk at 61%. The use of smart contracts may support these benefits as they facilitate transactions without the need for intermediaries and lower transaction costs

UAE Central Bank Approves AED Stablecoin for Inaugural Dirham-Pegged Token The Central Bank of the United Arab Emirates (CBUAE) has granted in-principle approval to AED Stablecoin under its Payment Token Service Regulation framework, positioning the project as the frontrunner to launch the UAE’s first regulated dirham-pegged stablecoin. AED Stablecoin's preliminary approval provides clarity on crypto payment regulations after concerns emerged regarding restrictions in the CBUAE’s latest licensing framework. The framework only permits licensed dirham-pegged tokens for payments, while prohibiting algorithmic stablecoins and privacy tokens. If fully approved, AE Coin—the stablecoin issued by AED Stablecoin—could act as a local trading pair for cryptocurrencies on both exchanges and decentralized platforms, while also enabling merchants to accept it for goods and services. Stablecoin Issuance Requirements: The CBUAE’s framework mandates that issuers must: Fully back stablecoins with cash held in escrow in UAE banks, or Hold at least 50% of reserve assets in cash, with the remainder invested in UAE government bonds or CBUAE Monetary Bills with a maturity of up to six months. Competition on the Horizon While AED Stablecoin is currently leading the race to launch the UAE’s first regulated dirham-pegged token, it faces competition from Tether, the issuer of the world’s largest stablecoin, USDT, with a $120 billion market cap. Tether has partnered with Phoenix Group and Green Acorn Investments to introduce its own dirham-backed stablecoin, reflecting the growing interest in stablecoins within the UAE.
